Requirements
Latest Stable Version as of now(02-Nov-2013) is  (27-July-2012)
  1. Eclipse Kepler(4.3.0)
  2. Java Latest "JDK "  Download the Java Development Kit, or JDK. The JDK includes the JRE, so you don't have to download both separately.
Online Installation 


 Step - 1 Install Java JDK. (Untill you install Java you will not be able to Open Eclipse.)

Step - 2 Extract Downloaded Eclipse in Safe place.


Step - 3 Run Eclipse >> Help >> Install New Software >> Add >>

Step - 4  In "Name" Type >> "ADT Plugin" without Quotes

Step - 5
In "Location" Enter >>
https://dl-ssl.google.com/android/eclipse/

If you have any trouble try
http://dl-ssl.google.com/android/eclipse/

Hit "OK"

Step - 6
Wait for few Secs until Children of  ADT Plugin is Fetched, Select the Developer Tools
Click on the images to View Larger

Do Not Check NDK Plugin
Click Next >> Next >> Accept Terms & Conditions(Read it if You don't have better work) >> Finish >> Restart "Eclipse"

Now Download the SDK's
Android-sdk-All_O.S_.zip

Download ADT-23.0.4.zip

(New Updates are avail, please download the latest & follow)


"Dont UnZip"
Follow from Step -1 to Step - 4

Step 5A
Hit Archive >> Select the Downloaded Zip file  >> Open 
Follow the Same Procedure from Step - 6 to Step -10



Start Developing in Eclipse  : Add SDKs for Android Development
